Civil polity can make the difference between a dictatorship-ridden Country, or a blooming democracy.

Why Civic Engagement, Civil Society, and Philanthropy in the U.S., Romanian & Mexico Count:

Every hundred years we will need a fresher angle on civic attitudes and engagement.

Civic Engagement Civil Society, and Philanthropy in the USA, Romania, And Mexico, is about anti-globalization movements: the bright and dark sides of globalization, interoperability of Blockchain and Clean Elections in the United States of America, Romania, and Mexico.

People with commonalities demanding Clean Elections; no money packs, like in the U.S., are networking across nations to change the corrupt systems currently in operation.

The Introduction to this book is about the role of civic attitudes, society in Romania, and the United States, especially on how to fight legally against and thwart dictatorships via robust civic engagement, and the counterweight of civil society.
The strongest civic attitudes are prevalent in the United States, where movements like United State of Women, Women’s March of CA, California NOW,

#CAclean.org, #metoo and #Occupy which had started in 2015.

Our Foundation people think that public officials should be accountable
to voters instead of to big money contributors? So, do we.

The solution is Fair Elections funding of campaigns for qualified candidates who agree to strict spending limits. We will end pay-to-play politics.

The Anti-Trump movement has grown strong, with 1 million women showing up at the Capitol Hill in Washington D.C. protesting the upcoming ban on Roe Vs Wade.

The Romanian test case is explained next – by exposing the new nomenclature which is imposing the nationalistic model by opposing civic engagement, shunning and arresting civic activists.
This theme is taken up by the author in the Biography, where agency and civic society are counteracting effectively the statist nationalism of PSD, a socialist popular party masquerading as a democratic party.

This Book is about how to build a strong civic polity. In three major countries. How to beat statism and legally arrest dictators; how to keep foundations transparent and how to make a profit for the foundations, to earn interest and further the main objectives set by NGOs and Foundations. Civic entities can and should make money to protect against Koch brothers’ types around the world. How Mexican civic actors fight Presidential corruption. How Dragnea of Romania and his PSD party face loads of corruption charges together with the criminal Securitate officers embedded in the higher echelons of the society.
This does contingence also investigation of government corruption by non-profit foundations.

Chapter six takes up Mexico as a case study, since 1985.
Pena Nieto, Mexican outgoing President in 2018,
has opposed investigations of his government’s corruption by independent Non-Profit organizations.

The need for transparency of expenditures is absolutely paramount in this type of operations by NPPOs (not-For -Private -Profit) organizations and Foundations.

The TEO legislation is laid out and the blueprint between U.S.-Mexico is working, and herein explained for other countries to follow.

The Romanian Minister of Finances, in 2015, has not approved this blueprint, because they are only interested in extracting money from the taxpayers, and in weakening civic polity.

The communist mentality is still there entrenched in the minds of the technocrats, and bureaucrats; they are not interested in fostering civic engagement or civil society, to the contrary, Securitate officers are still running the show, together with incompetent and corrupt Congressman and parliamentarian PSD dominated (one party system, the communists regrouped in), AKA the Social Democrats Party, Securitate (ex-security, compromised officers.)

Mexico has finally embarked on a new path for change, as the new elected admin is eradicating the corrupt government employees, cutting down their salaries, perks and focusing on eliminating the drug kingpins from power and Police.

1.2 A new dawn seems to be emerging for Mexico with the election of a third party. It is the new presidential and Congressional power.

Is it going to be a government-funded elimination of corrupt Congressmen, and Cleansing of the Congress plus Senate, led by famous opposition leader Porfirio Munoz Ledo & AMLO; or will it be just a resuscitation of the old PRI style government that has long been destroying the country and keeping the majority of Mexicans in poverty? Will he win the battle against corruption?

What is going to happen? Will the crooked military in the street be replaced by the honest police?

And how can the police break their centuries-old habit of corruption? How can the drug-dealer’s cartels be broken? It will take much time to know. As it is now, civil society’s role is to deflect attacks on Scions financing civil society; can these attacks at a presidential level, on NPPOS be restored to prominence? These are the questions.

Russia, as an authoritarian country is also comparatively analyzed, in comparison to Romania.

My biography is interwoven with Civic Engagement activities, and it reaches full-circle in its peaks as the corollary of this enticing book.

The Conclusion is focusing on various levels of corruption in all 3 countries, and the prospects for a healthy civic polity, as the civic polity signs up to the new standards for transparency, inclusion, and equanimity.

Will AMLO win the battle against corruption?

What is going to happen? Will the crooked military in the street be replaced by honest police? How does one test honesty in police agents, and Securitate agents? Blockchain software has the answers to that.

How to change the culture of rape and fear in the three countries? These are the questions.

M

y contribution to the study of globalization is by first distinguishing between“Gradual Globalization” and “Fast-

Track Globalization”—the latter offering a new conceptual basis that allows us to compare competing definitions for what the term means as well as to develop the bibliography for studying the issues surrounding it, especially in free markets and philanthropy. In this book the focus is on globalization of civic attitudes, and Civil society. I am myself a product of globalism: I wear many hats as an entrepreneur, and especially as an academic, I am the product of two systems: capitalism and socialism.

Second, to go beyond the existing conceptualizations about how to define “Civic Society (which I capitalize because of its importance),” “civil society,” and the role of U.S. philanthropy. These three concepts have not been clearly analyzed in relation to each other, especially confusing Civic Society with civil society, thus misleading countries that seek to emulate the U.S. system of decentralized government.1

Third, to articulate for the developing world how U.S. philanthropy is defined to be the tax-deductible basis for a healthy Civic Society based on funds that are ceded by the government through tax deductions ceded to hundreds of thousands of civic-minded Non-Governmental Organizations (NGOs).

Fourth, to how the negative heritage of statism persists, government bureaucracies resisting loss of power. The concept of “statism” is examined in the Introduction, below. If the state owns over 50%

1 For examples of works that are either so grounded in theory that they lack specificity or so grounded in the U.S. experience that they fail to understand the global context, see, respectively: Jean Cohen and Andrew Arato, Civil Society and Political Theory, Cambridge: MIT Press, 1992; and Putnam Barber, “Coming to Terms with ‘Civil Society,’”<www,nonprofit-info.org/ tess/civil/html> March 6, 1997.

Dr. Olga Magdalena Lazin

of the GDP producing enterprises, that means the country we are analyzing is a statist country.

Fifth, it examines the role of free markets in making possible Fast-Track Globalization. Free markets include international trade communications (such as phones, free press, radio, TV, news, fax, e-mail, and the web) and jet travel.

Sixth, to show that globalization and the role of “free trade” is often misunderstood by critics who fail to see how the new worldwide networking system of communications makes dictatorships difficult or impossible and laying the basis for almost instant exposure of human rights violations.

Seventh, to compare and contrast in case studies two countries as they strive to modernize their governmental systems and economies.

Eighth, to show how two aspects of free trade profits have been diverted to philanthropy to stimulate the growth of civil and Civic Society in the world based on the U.S. model. The Rockefeller Foundation has been based on investments in world regions; the Soros Foundations have been based on both freely flowing world investments and free trade in currency values.

Ninth, to clarify to policymakers in the developing world that the term “Not Profit Organization” is misleading, as we will see in the case of Mexico and Romania where it is being officially mis- translated as meaning “no profit.” If the term had been translated from its correct name in English, that is “Not-For-Private Profit Organization (NPPO),” it would not have been mis-translated in Mexico and Romania.

Civic Engagement, Civil Society, And Philanthropy in The U.S., Romanian & Mexico

Let us be clear here that profits are desirable in order that the tax- exempt non-governmental organization (NGO) can make productive investments and use the interest as a basis of continued existence and expansion, as we will see.

Tenth, the concept NGO and its role in society is here defined in a new way in order to clarify its breadth. It is a term that covers grant-making foundations (such as Rockefeller and Soros), operating foundations (such as universities and hospitals), and innumerable types of decentralized organizations authorized in a pro forma manner by the U.S. government to encourage the myriad activities old and new which are beyond the government to imagine, let alone administer.

“Globalization” is defined here in terms of the drive to standardize international laws and regulations in order to facilitate worldwide long-run development of free markets—intellectual as well as economic.2 This process led by the United States, with some important exceptions such as cellular phone service where the European Union (EU) standard will have to prevail, requires that countries everywhere understand how the USA “works.”

Especially important is learning how the U.S. permits non- governmental, tax-exempt funding of citizen-based political activity through a society that is organized to almost instantly mobilize and transfer ideas, capital, and information worldwide. Without such understanding this process, developing countries will be unable to catch up to the U.S. standards, let along to compete economically in process of globalization

2 The term “globalization” is defined more extensively in the Introduction and in Chapter 1, below.

Why Civic Engagement, Civil Society, and Philanthropy in the U.S., Romanian & Mexico Count: https://drolgalazinandrei.wordpress.com/2018/08/31/recenzie-de-carte-tie/

The strongest civic attitudes are prevalent in the United States, where movements like United State of Women, Women’s March of CA, California NOW,

Our Foundation people think that public officials should be accountable

The solution is Fair Elections funding of campaigns for qualified candidates who agree to strict spending limits. We will end pay-to-play politics.

The Anti-Trump movements have grown strong, with over 1 million women showing up at the Capitol Hill in Washington D.C. protesting the upcoming ban on Roe Vs Wade, and the shifting of balance on the Supreme Court, with the nomination of a rapist.

Meanwhile in Eastern Europe, the Romanian test case is monograped next – by exposing the new nomenclature which imposing the nationalistic model by opposing civic engagement.

How Dragnea of Romania and his PSD party face loads of corruption charges together with the criminal Securitate officers embedded in the higher echelons of the society.
That does not continence investigation of government corruption by non-profit foundations.

Mexico has finally embarked on a new path for change, as the new elected admin is eradicating the corrupt government employees, cutting down their salaries, perks and focusing on eliminating the drug kingpins from power and Police.

A new dawn seems to be emerging for Mexico with the election of a third party.

Drug lords provide better salaries for police, or military, military who have to buy their own uniform. ADministration people’s salaries will be cut, so things are looking bleak for Mexican civilians, and they are starting moving North.

And how can the police break their centuries-old habit of corruption? How can the drug-dealers’ cartels be broken? It will take much time to know. As it is now, civil society’s role is to deflect attacks on Scions financing civil society; can these attacks at a presidential level, on NPPOS be restored to prominence? These are the questions.
